Saanich is responsible for maintenance of approximately 600 kilometres of road network in Saanich with the exception of Highway #1, Highway #17 and McKenzie Avenue from Rainbow Road to Admirals Road which are the responsibility of the Ministry of Transportation and Highways.

Road Maintenance Programs


Surface Drainage

To maintain roadside ditches by improving run-off and reducing flooding of private property.  To maintain creeks and waterways and to patrol, inspect and clean trash racks and culverts.  To install and maintain asphalt curbs along pavement edges where flooding of private property is confirmed as requested by owners.

Activities include:

  • Hand clean roadside ditches
  • Machine clean roadside ditches
  • Clean creeks and waterways
  • Inspection and maintainance of trash racks
  • Erosion control
  • Clean up of pollution spills
  • Install and maintain asphalt water control curbs
Road Side Maintenance

To carry out maintenance of roadsides by hand brushing, make repairs to bus stops (road portion only), asphalt and concrete sidewalks, and to spray weed control material to reduce unsightly weeds.

Activities include:

  • Hand brushing roadsides
  • Bus stop repairs
  • Vegetation removal
  • Repair asphalt sidewalks
  • Repair concrete sidewalks
  • Weed control application
Road Surface Maintenance

To maintain roads to a safe level by patching and filling potholes. To extend the life of the road by sealing cracks and repairing base failures. To reduce roadside hazards by grading and application of gravel shoulders. Also, carry out street sweeping program to maintain streets and prevent deposits in catch basins. To carry out post construction maintenance on utility cuts for outside agencies.

  • Crack sealing
  • Repair gravel shoulders
  • Grade gravel shoulders
  • Road sweeping
  • Utility cut maintenance
Road Marking

To maintain painted markings and other traffic control devices installed on road surfaces for the effective guidance and control of vehicular and pedestrian traffic.

Activities include:

  • Centre line and lane line street painting
  • Cross-walk painting
  • Curb painting
  • Reflector replacement
  • Engineering / Public requests
Road Improvements

To improve the road system to ensure safe travel to the public by overlaying old pavement with hot mix using Municipal forces and to carry out a seal coat program on specific roads to extend the pavement life.

Activities include:

  • Pavement overlays
  • Pre-seal coat patching
  • Seal-coat program
Winter Maintenance

To clean snow from Municipal streets on a priority basis to ensure streets are safe and passable for traffic, and to salt as required during freezing conditions to prevent accidents. See winter roads for more information.

Activities include:

  • Salting priority roads on a pre-determined schedule
  • Ploughing major snow, collector and residential street
