Parks Recreation Facilities Refurbishment Program
Saanich Parks has numerous recreation facilities throughout our park system that meet the recreation/leisure needs within our 165 parks and over 750 Ha of parkland. However, much of the system is aging & in need of refurbishment.
The focus of the grant will be on our Playgrounds (54), Sport Courts (19), Sports fields (62) & Tennis Courts (35). Our staff conducted condition assessments in the spring of this year to identify the priorities for this $3M program.
Our priorities are based on these assessments coupled with parks that have current planning processes underway. Some examples include such parks as: Browning, Glanford, Layritz and Whitehead. The Lambrick Park tennis courts are also included. As our only 4 court facility they are a priority for lessons & events.

We appreciate the funding & look forward to engaging the community as we embark on this ambitious time line to complete these refurbishments within the next 16 months to meet the March 2011 deadline.

Project Descriptions and Concept Plans:
BECKWITH PARK (Concept Plan)
At Beckwith Park, the sport court, associated trail connections, tennis court re-marking and drainage work will be completed during the spring/summer of 2010. We propose to re-align and expand the sport court to make it multi-use by including a hockey goal opposite the basketball hoop. The court has been angled from its current position to avoid extensive earthworks and to make the connecting trail accessible. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. BLAIR PARK (Concept Plan)
At Blair Park, relocation of the sport court, removal of the old baseball backstop and removal of the picnic table will be completed during the spring/summer of 2010. We propose to re-align and expand the sport court to include a hockey goal opposite the basketball hoop. The picnic table has been the source of inappropriate activity and it is hoped the removal will address these issues. The court has been angled from its current position to make better use of the space within the park. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. BRAEFOOT PARK
At Braefoot Park, a renovation of Field #3 (southernmost field) is planned. This project includes improved irrigation, drainage and sand root zone for a grass field. Detail design is still being completed, but some re-grading and seeding of the grass slope around the south and west sides of the field may be necessary. Construction is currently scheduled from mid April to the end of May, but is subject to ground conditions. The field and baseball diamond will be closed from April to early September to allow the grass to grow in. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. BROWNING PARK (Concept Plan)
At Browning Park, the sport court and playground indicated on the concept plan (Council approved May 2009) will be installed this spring/summer as well as associated trail work. Please note that a current tree assessment has indicated that three trees will need to be removed to address safety concerns and infrastructure conflicts. As such, the placement of the playground and sport court has been slightly modified to utilize the park space in a more efficient manner. A plan of the park is included for your reference.
COPLY PARK (Concept Plan)
At Copley Park, two new playgrounds will be installed during the spring/summer of 2010. The small wooden playground on the east side will be replaced within its current area with equipment designed for 2-5 year old children. The playground on the west side will be for children 5-12 years of age. We’ve also shown upgrades to the Colquitz River Trail and improvements to the parking nearest the football field on the plan. At the moment our primary focus is on the playgrounds and the parking improvements. However, should funds remain once tendering is complete, we may be able to include the trail. FALAISE PARK (Concept Plan)
At Falaise Park, a new playground and restoration of the old playground site will be completed during the spring/summer of 2010. We propose to relocate the playground to make better use of the space within the park as well as encouraging native plant growth under the Garry oak tree canopy. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. GLANFORD PARK (Concept Plan)
At Glanford Park, the new playground, sport court and associated trail work will be installed during the spring/summer of 2010 in accordance with the December 2009 Council approved concept plan. Minor improvements to the Agnes Street Allotment gardens are also planned. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. HAMPTON PARK (Concept Plan)
At Hampton Park, the new playground, improvements to the existing sport court and removal of the old building near the playground will be completed during the spring/summer of 2010. We propose to expand the playground to include equipment for children aged 2-12. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. LAMBRICK PARK (Concept Plan)
At Lambrick Park, the existing tennis courts will be completely reconstructed in their current location during the spring of 2010. Detailed design and geotechnical investigation is currently underway. The engineering consultant has also been tasked with including provisions for a future small washroom building between the tennis courts and the lacrosse box (same location a portable washroom is seasonally positioned for the summer). LAYRITZ PARK (Concept Plan)
At Layritz Park, the new playground and associated trail work will be installed during the spring/summer of 2010. Subsequent to the concept plan stage and sports field construction, we have modified the plan slightly to utilize the park space in a more efficient manner – the new playground will now be located in the same area as the existing playground. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. LOCHSIDE PARK (Concept Plan)
At Lochside Park, the one useable tennis court will be re-marked and the existing grass soccer field will be improved in its current location during the spring/summer of 2010. Detailed design is currently underway for the soccer field improvements – a plan is included on the reverse for your reference.
MAYNARD PARK
At Maynard Park, the sport court will be re-surfaced in its current location during the spring/summer of 2010. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety.
PLAYFAIR PARK (Concept Plan)
At Playfair Park, new playground installation within the current playground site will be completed during the spring/summer of 2010. We propose to create a unique playground experience for children aged 2-12 under the Garry oak tree canopy. During the past few weeks, we have consulted with the Quadra Cedar Hill Community Association Executive regarding the playground. Together, we determined that in order to replace the existing playground equipment with similar sized equipment, two trees need to be removed. These two trees will be replaced with four Garry oaks in nearby suitable locations. Our Urban Forestry staff has conducted hazard tree risk assessments on trees near the playground. To address concerns that would affect staff or public safety, some minor pruning will be done. A plan of the park is included for your reference.
RUDD PARK (Concept Plan)
At Rudd Park, a new playground and resurfaced sport court will be completed during the spring/summer of 2010. The playground will be replaced within its current area with equipment designed for 2-12 year old children. During the detail design process, our Urban Forestry staff will be doing hazard tree risk assessments to address any concerns that would affect staff or public safety. WHITEHEAD PARK (Concept Plan)
At Whitehead Park, a new playground and associated trails will be completed during the spring/summer of 2010 in accordance with the draft concept plan. The playground will be replaced within the same area with equipment designed for 2-12 year old children.
