Mt. Tolmie Park


Vision

The Saanich Parks and Recreation Master Plan (2001) classifies Mt. Tolmie as a Municipal Park. This category of park is intended to serve the entire Municipality and is large enough to contain unique or speciality amenities that will attract and serve individuals from the entire community.

The park was zoned P4-N (Natural Park) in 1995 and is in the Shelbourne Local Area Plan (1999). It lists Mt. Tolmie as a Municipal Park with a Natural; Special Purpose / Horticultural classification. This indicates the park is intended for the retention, preservation and enhancement of natural, historic and landscape features and is to be used primarily for informal or passive recreation purposes. The Local Area Plan also mentions that Mt. Tolmie Park is a key node in the regional Green/Blue Spaces Strategy. It is recognized in the planning document for its important ecological areas and significant scenic and visual elements. The park has been awarded “Best View of the City” by the Victoria News many times over.

Project Objectives

  • To respect the environmental significance of the park as noted in municipal documents and mandate of the Mt. Tolmie Conservancy Association.
  • To review the function, use and appearance of the parking and circulation within the park summit areas. 
  • To explore the possibilities for the recreational/tourist use of the reservoir platform.
  • To review the landscape and park infrastructure e.g. furniture, signs etc. and improve the amentity of the summit areas.

Budget/Resources:

Funding was identified for the future construction and improvements to the park but other sources of funding could come from:

  • Parks Capital – future years
  • British Columbia Tourism Grant 2008 in the amount of $182,798.81
  • Saanich and Victoria Rotary clubs
  • Bench Donation Program
  • other

Schedule:

2008/2009

Consult the various Saanich departments, the community, and tourism agencies to develop a suitable and appropriate plan for the summit areas.

Complete a Concept Plan to present at an Open House.

Develop a budget and implementation schedule

Have the Concept Plan approved

Complete budget estimates for suggested future work for a future Capital Budget submission.

2009/2010:

Proceed with construction of the park improvements.

Beyond 2010

Proceed with other phases of the approved Concept Plan.
