2007 Official Community Plan (General Plan) Review
The Official Community Plan (OCP) is a multi-faceted document that provides statement of Council approved community goals and objectives as they relate to: land use; growth management; design of the built environment, economic development; the natural environment; parks and recreation; transportation; infrastructure; heritage; and the arts.
The OCP is the guiding document for Council in their decision making, however, it is not a static document. To remain relevant an OCP evolves over time to reflect the changing needs and desires of the community. The OCP is basically a tool to help Council and citizens manage change in our community.
The OCP is composed of several policy documents, namely; the Saanich General Plan, 12 Local Area Plans, a number of Action Plans, and Development Permit Guidelines related to both the built and natural environment.
The Saanich General Plan is the principle policy document within the Official Community Plan, and applies to the entire municipality. Local Area Plans capture issues unique to each neighbourhood within Saanich, while Action Plans, address specific issues within a smaller well defined area, such as a street or transportation corridor.
Development Permit Guidelines provide direction on how to design buildings and developments that are sensitive to the existing character of an area, and add to the community in terms of improved streetscape, pedestrian mobility, and quality green or open space. In addition, Development Permit Guidelines can provide guidance on land use issues in and around sensitive ecosystems, and within hazard areas such as flood plains and areas susceptible to wildfires.
