NEW BC Building Code 2006
The new BC Building Code 2006 applies to all Building and Plumbing Permit Applications received from December 15, 2006.

Listed below are some of the more common permits you may need for Building and Development in Saanich.
  • Oil Burner Appliance Permit (includes Home Heating Oil Tanks PDF 96KB)

The Municipality does not issue the following permits:

  • Electrical Permits: contact the Provincial Safety Branch at 952-4444
  • Gas Permits: contact the Provincial Safety Branch at 952-4443
  • Septic Field Information: contact VIHA at 475-1858.
  • Potable Water Supply: contact VIHA at 475-1858.

Please note: Development Cost Charges will be applied to specified Building Permits and Development Proposals, contact the Development/Development Cost Charge Section at (250) 475-5410 or (250) 475-5570.

Permission to build, including all work related to building in Saanich, such works as enclosing carports, finishing a basement or constructing any new interior or exterior walls.

On April 18, 2005 the Municipality of Saanich implemented a new Single Family Building Permit Review process.

A processed permit is defined as either permit ready for issue or a comprehensive letter outlining all conditions or corrections required to secure an issued permit.

Only complete applications will be accepted for processing.  A complete application will include:

1. Five (5) complete sets of plans, which will include
 
  • Site plan, setbacks, geodetic points - must include locations of trees on subject property and adjacent property including protected root zones
  • Elevation drawings
  • Floor plans
  • Cross Sections
2. Completed application form
3. Current certificate of title (dated within 30 days) plus any copies of any encumbrances registered against the parcel
4. Owner signature or Authorization of Owner if Agent is making application
5. Application fees

Permission to build, including all work related to building in Saanich, such works as enclosing carports, finishing a basement or constructing any new interior or exterior walls.

Requirements:

  • Zoning must be in place prior to application, contact the Planning Department at 475-5473 or 475-5474. (Zoning requirement information includes: permitted use, setbacks, maximum building and floor areas, maximum building height, and maximum lot coverage.
  • Building permits for commercial, industrial, or multi-family development will require an approved development permit.
  • If a commercial, industrial or multi-family development is deemed exempt from a development permit as outlined in the Exemptions criteria in the document Development Permit Areas: Justification and Guidelines, but the building permit value would exceed $100,000, these developments will be required to be considered by the Design Panel.
  • An Application for Building Permit must be filled in and a non-refundable deposit paid (see Fee section).
  • If not the owner, you need a letter of authorization from the property owner.
  • If a Contractor is doing the works, they must have a valid business licence.
  • Plans:
    • 5 sets of drawings for new commercial
    • 5 sets of plans for leasehold/tenant improvements
    • all containing: Site Plan, All Floor Plans, All Building elevations and Building Sections/Details
    • All plan-sets are to be submitted in the following set order:
      Architectural, Structural, Mechanical, Plumbing, Fire Suppressions, Electrical, other
  • All approved services installed (The Drafting section at 475-1775, has drawings indicating location of Municipal services. For septic fields information, contact VIHA at 475-1858. For information on potable water supply, check with VIHA at 475-1858.
  • A Tree Permit may be required, contact the Parks Dept. at 475-5494.
  • Subdivisions must be registered at B.C. Land Registry before the application can be accepted for processing.
  • A Geotechnical Engineer's report may be required, (depending on site conditions).  If so, Letters of Assurance must be submitted as well.
  • When a registered professional provides Letters of Assurance, he or she shall obtain and keep in force professional liability insurance and shall provide proof of such insurance to the building official through the Declaration of Insurance Coverage form. (PDF 354KB)

Fees charges are based on the value of construction, as determined by the Manager of Inspections Services:

  • For permits $1,000 or less in value: $50
  • For permits greater than $1,000: $50 for the first thousand plus $13 per thousand or part for the next $499,000, plus $10 per thousand or part for all the value greater than $500,000.
  • For extension: $50
  • Non-refundable Application Fee: for construction value of $6,000 or less: $30. For construction value greater than $6,000: $100.00

Permission to install plumbing system within Saanich.

NOTICE TO PLUMBING CONTRACTORS
Effective July 14, 2008

ALL PLUMBING CONTRACTORS MUST INCLUDE THEIR TQ NUMBER & SIGNATURE ON ALL SUBMITTED APPLICATIONS

Requirements:

  • An Application for Plumbing Permit is to be filled out.
  • If not the owner, you need a letter of authorization from the homeowner.
  • If a Contractor is doing the works, they must have a valid business licence and a Plumbing Certificate.

  • Each fixture: $19.00
  • Completion only if new permit required and rough-in previously completed: $10.00
  • Any alteration or replacement (not involving fixture installation): $50.00
  • Each internal roof leader: $10.00
  • House storm drain or sanitary sewer to property line: $50.00
  • Private storm drains or sanitary sewer greater than .1mm (4") or longer than 76 m (250') per 30.5 m (100'): $50.00
  • Manholes or interceptors: $50.00
  • Pumping stations: $50.00
  • Sprinkler systems 1-8 sprinkler heads: $50.00, each additional 20 sprinkler heads: $30.00
  • Standpipe hose outlets: $20.00
  • Fire hydrants: $50.00
  • Hot water storage tank: $20.00
  • Residential irrigation system: $50.00
  • Commercial irrigation system: $100.00
  • Floor drain for hot water tank: $10.00
  • Water and drain connection for swimming pool: $30.00

Permission to install/construct a chimney, fireplace, and/or woodstove in Saanich.

Requirements:

  • An Application for Chimney/Fireplace/Woodstove Permit filled out.
  • If not the owner, you need a letter of authorization from the homeowner.
  • If a Contractor is doing the works, they must have a valid business licence.
    Provide make and/or model number of Woodstove.

Permission to blast within Saanich.

Requirements:

  • To obtain a Blasting Permit you must fill out a Blasting Permit Application form which can be obtained from Inspection Services.
  • An approved Building Permit or an approved Engineering Servicing Drawing, must be in place prior to applying for a Blasting Permit.
  • A completed "Proof of Insurance" document, which is a Saanich document completed by your Insurance Agent, indicating $2,000,000 liability.
  • A valid Saanich Business Licence.

Sign Permit:  Back to top of page

Permission to erect, place, construct, alter or move a sign within Saanich.

Requirements:

A complete application includes the following information (2 copies of each):

  • A top-view plan showing the location of each proposed sign on the property (see back of application form).
  • If applying for a free-standing sign, indicate the location of all existing free-standing signs on the top-view plan, and the distances from property lines for the proposed new free-standing sign(s) (see back of application form).
  • If applying for a fascia, wall or canopy sign, provide a drawing or photo of the entire face of the building that the sign is proposed to be located on, indicating the location of all existing and proposed signs (see back of application form).
  • Provide scaled drawings of each proposed sign indicating dimensions, materials, colours and lighting.  Please include measurements in metric.
  • The owner's or owner's authorized agent's signature is required on the application form.

  • $30.00 for each sign 0.4 sq m or smaller in area
  • $60.00 for each sign larger than 0.4 sq m but not exceeding 2 sq m in area
  • $100.00 for each sign exceeding 2 sq m in area

Permission to occupy any Municipal road allowance. Applications must be made a minimum of 48 hours prior to commencement of works.

Requirements:

  • A completed "Certificate of Insurance" document, which is a Saanich document completed by your Insurance Agent, indicating $2,000,000 liability.
  • Submission in writing indicating the address of proposed occupancy, a description of the occupancy, dimension of the occupancy and number of days of occupancy.

This is a calculated fee with a $10.00 minimum ($.075 X m² of occupancy X # of days to be occupied).

Permission to construct any works within the Municipal road allowance or any Municipal right-of-Way. 
Applications must be made a minimum of 48 hours prior to commencement of works.

Requirements:

  • A completed "Certificate of Insurance" document, which is a Saanich document completed by your Insurance Agent, indicating $2,000,000 liability.
  • A Saanich approved design drawing number.
  • A letter/note from the homeowner indicating knowledge of the works to be done.

Special Vehicle Permit - (Oversize Vehicle & House Moves):  Back to top of page

 

Permission to move an oversize vehicle and load (i.e. house) on and through Municipal road network. Applications must be made at least 72 hours prior to intended move to accommodate the inspection and approval by a Building Inspector, a Roads Engineer, our Parks Department and the Electrical section of our Public Works Department.

Requirements:

  • T53D Form filled out available from Ministry of Transportation.
  • Date of intended move (hours are normally restricted to between midnight and 6:00 am).

Permission to construct/install a swimming pool within Saanich.

Requirements:

  • An Application for Building Permit must be filled out.
  • If not the owner, you need a letter of authorization from the homeowner.
  • If a Contractor is doing the works, they must have a valid business licence.
  • A plan must be supplied showing location of pool and all water supply piping, waste piping and all related fittings, and the mandatory fence enclosure dimensions.
  • A separate permit for a swimming pool fence must be obtained.

  • Separate Swimming Pool Fence Permit Fee: $15.00

Permission to move a building in and/or out of Saanich.

Requirements:

  • An Application for Building Permit must be filled out. See Building Permit requirements (they may or may not apply but must be taken into consideration)
  • Tax Collector reviews plans to determine the assessed value is 1.25 times the average assessed value of all dwellings within 200' from boundaries of the building area prior to approval.

  • To remove a building from a site in Saanich: a fee of $100 plus deposits and other fees as determined when applying.
  • To move a building onto a site in Saanich: this fee is based on the value of the building plus the value of work required, a minimum of $100.
Deposit of Fill or Soil Removal:  Back to top of page

Permission to deposit or remove fill within Saanich.

Requirements:

  • An Application for Deposit of Fill or Soil Removal Permit is to be filled out.
  • If not the owner, you need a letter of authorization from the homeowner.
  • If a Contractor is doing the works, they must have a valid business licence.
  • A site plan showing the area where the fill is going to be deposited or soil is to be removed (including all natural water courses).
  • A drawing indicating the profile of existing and proposed grades and cross sections must be supplied.

  • Permit fee is $100
  • Plus a calculated Surety Deposit (refundable): $500 for first 50,000 cubic metres or less for each one-half hectare or part of. If the deposit of fill is over 50,000 cubic metres, the amount is calculated at $1,500 per each one-half hectare or part of.

Permission to construct an access over Municipal property to homeowners property within Saanich.

Requirements:

  • An Application for Driveway Access must be filled out.
  • If your are not the owner, a letter of authorization from the homeowner is required.
  • If a Contractor is doing the work, they must have a valid business licence.
  • A copy of sketch indicating proposed driveway location, complete with water meter, trees, fire hydrants, and power pole locations must be supplied.

No permit fee, but a refundable Calculated Surety Deposit (refundable) is required, the amount is calculated on the type of crossing required.
